Meeting Minutes Thursday October 30th
1.Introduction
Nando welcomed attendees (30 residents attended). The Mayor was
unable to attend this meeting
2. Establishment of legally recognised Residents Association
Work is currently underway, through our legal representative, to register
the association. However, the process is taking longer than expected.
We anticipate that registration will be completed by the end of the year.
The anticipated cost per home is €15 per annum. Discussion was held
regarding how this fee should be collected, but no final decision has yet
been made.
3. Community Issues and Updates
a. Formalising Complaints and Requests
A decision has been made to discontinue informal methods of
communication (such as emails and phone calls) for submitting
complaints. All future requests and issues are now being formally
registered through official legal channels.
While this process has yielded some success, response times have been
longer than anticipated. We are currently facing two main challenges:
1. Non-compliance with legal response deadlines by the Town Hall.
2. Excessive delays in taking corrective action.
By law, authorities are required to respond within a maximum period of
three months. We will continue to apply pressure on the Town Hall and
relevant authorities to ensure timely compliance and follow-up.
An example of the effectiveness of this formal approach can be seen in
the recent case involving Acciona. Within four days of a formal
complaint—supported by photos certified by the local police—Acciona
repaired several potholes caused by their own work. While this
represents partial success, several potholes remain unrepaired.
Additionally, several new potholes have been created by construction
companies using heavy vehicles, leading to multiple formal complaints
(“denuncias”) being filed for the resulting damage.
b. Neighbourhood Security
We have been advised that an enhanced local police unit will be
established. This will include additional armed officers trained to provide
improved security for our community, with the goal of achieving 24/7
coverage. CCTV cameras will also be installed at key locations around the
town. The initial phase will include five cameras.
c. Street Lighting
We continue to press the Town Hall to repair the numerous non-
functioning streetlights throughout the urbanisation.
d. Fire Safety and Emergency Planning
We have received confirmation of a plan to maintain a firebreak around
the town and all urbanisations. However, an evacuation plan for L’Aspre
is still required and will be pursued further.
e. Social Activities
The Games Club has been successfully established and is open to all
residents. Meetings are held every Thursday from 17:30 to 19:30. Plans
for a street party remain under consideration, and Nando has identified
members for an organising committee to move this forward.
3. Other Business
a. Urbanisation Maintenance and Management
It was acknowledged that maintenance work across the urbanisations
has not been carried out frequently or consistently. The meeting
expressed concern about the lack of accountability and management
among Town Hall staff responsible for these tasks. The reduction in the
number of workmen employed has had a clear negative impact, and this
issue is being experienced by all urbanisations, not just ours.
One proposal was that Saoro Barber, the Town Hall’s appointed
manager for urbanisation maintenance, be required to attend meetings
of urbanisation leaders to report on planned activities. This would allow
greater accountability and coordination and strengthen collective
appeals to the Mayor for additional resources.
The possibility of the urbanisations having a direct representative on the
Town Council within the next two years was also raised. This option
should be explored in more detail.

ii. Overgrown hedges.
iii. General cutting back of roadside vegetation.
Items (ii) and (iii) were covered in the earlier discussion regarding the
lack of effective management within the Town Hall and the need to
formalise complaints.
4. Cash balance remains Euro 152.80 with no expenditure since the last
meeting.
5. Next meeting. Date to be arranged for January and it will be an outline
meeting, with translation capability. It is critical that we reach out to more
residents/owners. Every nationality needs to be able to participate and
have an equal voice in our community.
